Market participants (suppliers) that meet the technical requirements imposed by
the system operator may offer tertiary control reserve in the day-ahead market organized by
AGCS.
A market participant that has enough flexibilization instruments at its disposal
such as availability of stored fluctuation volumes on short notice or volume-driven consumers may
be set up as a balancing energy provider in the balance area Ost.
The balancing energy provider must inform AGCS at which points it intends to
offer tertiary control reserve.
AGCS provides suppliers with an Internet-based bidding platform for placing
bids.
Bids must be placed by the latest at 16:00 hrs for the following day, before
Saturdays, Sundays and official holidays until and including the next workday (except for
Saturday).
As of the closing of the market, the bids are binding for the respective bidders
and can no longer be changed or withdrawn.
The bids are separated by supply and demand by the balance group coordinator and
ranked in accordance with the prices quoted (merit order list).
Each bidder may place a bid for at least one hour and a minimum size of 10
MWh/h.
The bids must be placed at fixed prices.
The system operator has the right to call at least 10 MWh/h from a bid in
intervals of 10 MWh/h until the full volume offered is reached.
The Merit Order List is sent by the balance group coordinator to the system
operator immediately after the close of the market or in the case of a permanently open market at
the times defined and published by the balance group coordinator.
The system operator calls the tertiary control reserve from the providers in the
order required by demand and supply in accordance with the Merit Order List.
The balance group coordinator is generally under the obligation to follow the
sequence of the Merit Order List.
The providers of tertiary control reserve must ensure technically that the energy they offer is actually fed or withdrawn from the balance area system with the power indicated in the bid at the feed-in and extraction points 30 minutes after the request of the system operator is received.
