First Step – Application for Registration

In order to act as an independent gas trader in the balance area Ost, interested domestic and foreign persons must first register as balance responsible party with AGCS and set up a balance group.

The applicant must also inform E-Control GmbH and the system operator AGGM of the plans to gain admission as balance responsible party, as certain requirements need to be met also with these bodies.

Second Step – Processing of Application

After submittal, AGCS checks the applications for completeness and formal errors; the registration data are added to a database and a confirmation of receipt and password are sent to the applicant.

Third Step – Calculation of Collateral

The annual reports and the excerpt from the Companies Register are sent to Oesterreichische Kontrollbank Aktiengesellschaft which conducts a credit check and is responsible for the risk management.
AGCS informs the applicant of the amount of the collateral to be deposited and sends a contract in two counterparts, which are to be returned duly signed with corporate seal to AGCS. Furthermore, automatic debit orders in favour of AGCS must be set up and the required collateral must be deposited.

Fourth Step – Data Test

Proof that the technical requirements are also met must be furnished for registration; data tests are conducted together with you that have been developed for this purpose.

Fifth Step - Green Card and Activation

Once the applicant has met all registration requirements for balance responsible party, it is issued a “Green Card” and a counterpart of the contract duly signed by AGCS.
This contract must be presented to E-Control GmbH, which issues the permit to take part in the Austrian gas market.

After receipt of a positive official notice from E-Control GmbH, the applicant may take part as balance responsible party in the grid of the balance area Ost.

Market entry may take place only on the first of the month.
